The Position
The City of Riverside is accepting applications for the position of
LANDSCAPE MAINTENANCE INSPECTOR to fill one (1) vacancy in the
Urban Forestry Division of the
Public Works Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
The Landscape Maintenance Division of the Public Works Department is responsible for the oversight of landscapes located within the public right-of-ways, that includes parkways, reverse frontages and medians. The city uses independent contractors for landscape maintenance and installations. City Landscape Maintenance Inspectors monitor parkways, reverse frontages and medians, as well as manage landscape contracts and new construction projects. The ideal candidate will possess experience interpreting plans for landscaping and irrigation.
A Landscape Maintenance Inspector, under general supervision, will perform varied duties related to the inspection of the work of the City’s landscape maintenance contractors; to perform field inspection of landscaping, maintenance, and irrigation systems; to ensure compliance with plans and specifications; and to do other related work as assigned.
Work Performed
Typical duties may include, but are not necessarily limited to, the following:
- Inspects and verifies the work of contractors to ensure that they have complied with the provisions of contracts for landscaping, maintenance, and irrigation systems in the City’s contract landscape maintenance areas and selected contract park areas.
- Checks work to ensure that mowing, edging, trimming, watering, tree trimming, fertilizing, and planting has been completed according to the terms and conditions of specific contracts.
- Checks work to ensure that installation and repair of irrigation systems have been completed according to the terms and conditions of specific contracts.
- Coordinates with contractors to correct deficiencies found through inspections; acts on complaints from the public or City officials.
- Assesses and evaluates the requirements for additional landscaping and/or irrigation requirements.
- Monitors, inspects, and reports on the progress of landscape maintenance projects, specifically the landscaping and irrigation requirements.
- Provides assistance and input relative to future landscape and maintenance needs for the City’s parks and landscape areas.
- Prepares written reports of inspections; operates two-way radio; operates City vehicle; attends meetings and seminars.
- Adheres to, and maintains a positive attitude towards, City and Department goals.
- Provides courteous and expeditious customer service to the general public and City staff.
Qualifications
Education and Experience:
Education: Graduation from high school or equivalent.
Experience: Three years of experience in landscape installation and maintenance duties, which include interpreting plans for landscaping and irrigation layout, and standard planting and ground maintenance.
Necessary Special Requirement
Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.
Highly Desirable Qualifications
- Qualified Applicator License
- Certified Arborist
- Certified Landscape Irrigation Auditor
- Certified Backflow Tester
- Intermediate level of experience in preparing reports in Word and Excel
- Minimum three (3) years' experience in reviewing and understanding plans for new construction and development to ensure they meet City landscape standards.
Physical Demands and Working Conditions : Work is done inside and outside in the field with exposure to inclement weather, hazards, chemicals, equipment, construction materials, and fumes. Employees may interact with staff and/or public and private representatives and will provide professional customer service.

The City offers an attractive benefits package, the central provisions of which are as follows:
- Retirement for Classic Members -For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3 year final compensation.The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation.The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Health Insurance - The City offerssix health insurance plans and contributes up to $1,469 per month for employee and dependent coverage.
- Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
- Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
- Life Insurance - The City provides and pays for term life insuranceequal to $100,000. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
- Deferred Compensation - The City contributes $25 a month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
- Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits.
- Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
