How you'll make a difference:
As the Operations Manager, you will lead a team responsible for the delivery of a diverse range of frontline highways services. These are predominantly in grounds maintenance but also cover other street scene services such as potholes, area maintenance, gully emptying and street sweeping.
Managing projects and financial responsibility for schemes valued up to £5m, you will offer a high level of technical expertise in technical, enforcement and regulatory practices.
What you will be doing:
- Line managing up to 10 supervisory staff and 100 frontline employees, sub-contracting gangs and partner agencies, you will ensure that services are well organised, delivered effectively and that the safety of staff and network users are protected.
- It will be your responsibility to project manage schemes, plan and organise works, prepare plans and budgets in addition to setting priorities against project outcomes.
- You will be liaising with external partners to identify and develop business opportunities in line with the council’s commercial direction, negotiating to agree new business opportunities.
- A key element of the role is your contribution to developing regulations, policies and codes of practice. You will apply the health and safety regulations and construction, design and management regulations whilst considering the impact on the natural and built environment.
- By developing innovative solutions for complex technical project issues, you will make sure that wider implications have been raised and consulted on and a clear summary of issues, progress and implications is produced.
What we need from you:
- It is essential that you hold a relevant grounds maintenance professional qualification at degree level or above, NVQ Level 4 in management and have substantial relevant post qualification experience.
- We require you to have proven business and people managerial experience in grounds, highways and other street scene services to manage operational teams and workloads.
- You must be able to persuade others and influence outcomes critical to the organisation with the ability to recognise and develop business opportunities to optimise income.
- You will have experience of managing a complex service delivery in grounds maintenance, co-ordinating and delivering significant operational programmes and projects to meet clearly define outcomes and outputs.
- It is key that you have financial experience or training sufficient to manage budgets and write technical reports for fellow professionals and elected members.

- This is a hybrid role meaning that you can work remotely or in South Gloucester Council’s offices.
- You will be expected to travel throughout the authority and surrounding area so you must have a full, valid driving licence with regular access to a vehicle or have an alternative means of travel.
